The Matter Manipulator is a tool which functions as both a building tool and a mining tool in one device.

If used the tool sends an blue laser and marks the block your placing.
If the area is out of range the laser becomes red and dissipates.
Holding shift will allow you to affect a single block instead of a 2x2 region.
